Dubai has more than 4,500 registered brokerage firms. All of them buy the same portal leads, and price competition on buyer-side leads is intensifying. Listings, actual exclusive mandates, are what a brokerage really controls. EstateCaller is the system that fills that pipeline.
We place compliant outbound calls to property owners under UAE Cabinet Resolution 56/2024, qualify real intent, and book specialist callbacks with a full audit trail. Every control the regulator cares about is enforced in the database, not in the LLM prompt.
Why now
Cabinet Resolution 56/2024 took effect in August 2024 and raised the cost of doing outbound telemarketing badly. Most brokerages responded by hiring more BDRs and hoping nobody complains. That is not a compliance programme.
At the same time, the market softened for the first time since 2021, transaction volumes eased, a big handover wave landed, and more owners started answering the phone. Sourcing gets easier exactly when buyer lead-gen gets harder. That is the window EstateCaller was built for.
Who we build for
Mid-market Dubai brokerages, roughly 30 to 150 agents, with an existing listing-sourcing team of two to five people. Founder-led or with a technical CTO. Already running Instagram or portal campaigns. A RERA licence and a compliance officer already in place.

How we're different
Every other AI voice product in Dubai is competing on inbound response speed to portal leads. That's the easy half of the market, and it is already crowded. EstateCaller sits on the outbound, supply-side half. regulated, harder to build, and mostly empty.
We are provider-agnostic on the voice layer. The current adapter is Retell; the interface is deliberately swappable so we can move to Vapi, ElevenLabs or a UAE SIP integration when a brokerage's requirements ask for it. What is not swappable is the compliance scaffolding. That lives in Postgres constraints, RLS, and atomic SQL functions the LLM cannot bypass.
